Why unsolicited proposals are making headway in Latin America

Latin America is discovering a new way to get PPPs done: unsolicited offers.

Chile's concession law always allowed for the possibility of private developers and investors suggesting specific projects and proposals presented by private sponsors are gaining popularity. In Mexico the 90­km road between Las Varas and Puerto Vallarta is set to be the country's first project to tender as the result of an unsolicited proposal. And while Colombia plans to approve around 24 new unsolicited bids between this year and next, Brazil and Peru have seen more recent examples
